I thought the part about the Rule Holders was really interesting. It's always nice to get some more background on this world. And the part where you observe that they mostly happen to be women made me laugh--it's true, and I hadn't noticed that until now! 
I wonder which of those reasons you offered could be true--is their God a pervert, or does he just hate smelly men? lol, either way, it can't be good for the universe he's ruling... 
Let's see... I thought the description of the Pearl Queen was especially elegant. I also felt really sorry for her when she explained her problems to Rose. :C You know what they say: no one ever really "wins" a war.
I'm looking forward to see what else she has to tell Rose!
